Dear Mr. Denton:

In the Matter of the Tennessee Valley Authority Docket Nos. 50-259 50-260 50<<296 Section 4.2.3.b of the Browns Ferry Nuclear Plant Appendix B Technical Specifications requires the sampling of milk from four farms with milk-producing animals in the vicinity of the plant (i.e., five miles).

To meet the four-farm sampling requirement, and due to the lack of available farms, sampling is conducted at farms located as far as 8.7 miles from the plant.

The only farm within five miles, Smith Farm, has ceased dairy operations and thus this sampling point is no longer available which leaves TVA with three existing sampling points.

TVA has proposed a technical specification revision to the environmental radiological monitoring program which would include requiring only three milk sampling points and was submitted to the NRC on October 27, 1983.

Due to these circumstances, TVA will sample only the three other existing sampling points and not pursue the addition of a fourth sampling farm.

This matter was discussed between Ron Rogers of my staff and Dick Clark of your staff.
