PALISADES SIMULATOR CERTIFICATION SUBMITTAL 10 CFR 55.45(b) requires licensees to submit a certification for the use of a simulator facility to the Commission (NRG Form 474) prior to July 26, 1991. The attached document, "Palisades Simulator Certification Submittal" fulfills that requirement.           In addition to providing NRG Form 474, the attached document describes exceptions to ANSI/ ANS-3. 5-1985, provides a general description of the simulator, a comparison of the simulator and control room layouts, the instructor interface, abstracts of performance tests of the simulator, and a performance testing schedule.
