SALEM GENERATING STATION NJPDES PERMIT NO. NJ0005622 REPORTED VIOLATION OF PETROLEUM HYDROCARBONS LIMIT CASE NO. 93-01-12-0828-16 In accordance with NJAC 7:14A-3.10, PSE&G is providing this information on the reported violation of the daily maximum effluent limit for petroleum hydrocarbons at the No. 2 Skim Tank, DSN 489B.
Effluent from the skim tank flows into the South Yard Drain system and ultimately discharges into the Delaware River.
PSE&G sampled the discharge of the skim tank on January 6, 1993 and was informed of an exceedance on January 11 by the contract laboratory, NET Atlantic.
The reported concentration of petroleum hydrocarbons was 18.5 mg/l.
The daily maximum limit for petroleum hydrocarbons is 15 mg/l.
PSE&G reported this information to the NJDEPE Hotline and was assigned Case No.
93-01-12-0828-16 by Operator No. 5.
Immediate actions were taken to replace th-.t~sorbant boom in the skim tank's discharge and resample.

Upon investiga1ffon, PSE&G believes the January 6 sample was not representative of the skim tank discharge due to problems in obtaininq an accurate sample.
Absorbant boom, which had been placed in the skim tank to collect any residual oil, was dislodged during sampling, resulting in the temporary release of a de minimis quantity of oil.
Sampling of this oil was the cause of the erroneously high petroleum hydrocarbon concentration.
Since monitoring began at the skim tank in April 1989, there have been no violations of the petroleum hydrocarbon effluent limits which were not directly attributable to Station operation or laboratory error.
