SlNHARY OF MEETING WITH PUBLIC SERVICE COMPANY OF COLORADO (PSC) TO DISCUSS DEFUELING AND DECOMMIS$10NING OF FORT ST. YPlIN This meeting was held on July 25, 1990 in Rockville, Maryland at the request of PSC to discuss the defueling and decomissioning of Fort St. Vrain (FSV).

Enclosure No. 1 is a list of attendees and Enclosure No. 2 is an outline of the issues discussed. PSC ex the possession.only license. pressed particular interest in early issuance of The possession-only license will ellow the disposal of some reactor components under 10 CFR 50.59 rules.

PSC also discussed their new plans for dismantlement in a short time frame rather than electing the SAFSTOR option.

PSC would elect to dismantle FSV if the financial and organizational details can be resolved.

In the interim PSC is keeping the SAFSTOR option open.
