Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory

_l Commission ("the Commission"), Omaha Public Power District, holder of Facility Operating License No. DPR-40, herewith requests that the Technical Specifications set l

forth in Appendix A to that License be amended to incorporate changes to credit leak i

before break methodology to resolve Unresolved Saf ety Issue A-2, " Asymmetrical Blowdown i

Loads on Reactor Primary Coolant System," for the Fort Calhoun Station Unit No.1.

-i The proposed changes in Technical Specificai. ions are provided in Attachment A to i

this Application. A Discussion, Justification and No Significant Hazards Consideration Analysis, which demonstrates that the proposed changes do not involve significant hazards considerations, was previously transmitted as Attachment'B in an application j

for amendment dated February 12, 1993 (LIC-93-0074).

The proposed changes in j

specifications would not authorize any change in the types or any increase in the 4

amounts of effluents or a change in the authorized power level of the facility.

WHEREFORE, Applicant respectfully requests that Specification 2.1.4 of Appendix A to Facility Operating License No. DPR-40 be amended in tha form attached hereto as Attachment A.
