Based on the telephone conversation of 31 August between Mr.
Arthur Della Ratta (NRC) and Mr. Robert George (AFRRI), the Armed Forces Radiobiology Research Institute (license R-84, docket 50-170) reactor facility physical security plan dated 01 August 1993 is changed as follows:
- a. The newly required Department of Defense disclosure statement required by DoD Directive 5210.83 is added to the front and back covers. The document is unclassified but with controlled distribution. 5 U.S.C. 522 (b) (3) is the section of the FOIA authorizing this to be withheld, and 10 U.S.C.
128 is the legal authorization for the new
" Unclassified Controlled Nuclear Information" designation.
- b. The date and revision number are added to each page.
- c. On page 2, paragraph 3.b. (2) (c) is added to clarify that foyer 3106A is a part of the RCA and not the CAA.
- d. On page 6, the last sentence in paragraph 5.c.(2) is changed to clarify the frequency at which the Security Watchman makes rounds on weekends and holidays.
These changes have been reviewed for compliance with 10 CFR
- 50. 54 (p) (2) and they do not decrease the effectiveness of the plan. The original 01 August 1993 plan has been superseded in its entirety and is being reissued as the attached Revision 1.
The attached document contains DoD Unclassified Nuclear Information (DoD UNCI) and, in accordance with 10 CFR 2.790, public disclosure of the details of this physical security plan is not in the public interest. As such, this plan is to be withheld from public disclosure.
