a REPORT OF ABNOR'LAL GCCURRE"CE 20. 75-3 On January 28, 1975, both Unit 2 Safety Injection Punps vere incapable of starting on :n autcratic SI cign:1 from appronizately 03C0 to 1100.
T!.e unit was operating at about 73% power thrcughout this time period.
Number 22 SI pump was racked out while a leak in the oil cooler was being repairec. humrer 21 SI prep vae tested for operability prior to r:chinr out.sunber 22.
However, frc= 0900 to 1100, Train A of the Safeguards Logic was under test as per conthly Surveillance Test STP-1032A, chich would have pr2 vented a Train A Saf ety Ejection actuctien.
l Throughout this time, the Centrol Roo: cperator rho was particiratine, in tnis surveillance test could have initiated a Train A Safety Injection by sinply pushing the test relay reset butten en the control ranel.
The operator was aware of the f act.
