Organizational Changes This letter has been written to summarize and confirm various information which has been related to AEC Division of Beactor Licensing and Compliance personnel over the last two month period concerning organizational changes, personnel ad-ditions and reassignment of responsibilities in hrthern States Power Company as they relate to nuclear plant operations. The sections describing the changes in the &nticello Plant organizational structure are also directed toward the reporting requirement of Section 6.6.C.3 of Appendix A, Technical Specifications of Provisional Operating License IFR-22.

The corporate organizational mlation-ship of the various departments or groups discussed in this letter are shown in attached Figure 1.

helear Support Services Department This department was formed early in November 1971, with Mr. L 0 byer as Director l

of helear Support Services and as described in Mr. Larkin's letters to you dated 5

November 5,1971, and November 19, 1971.

On Iecember 1,1971, Mr. M H Voth was promoted from Engineer-helear at the Enticello Plant to Administrator-Nuclear Support Services in this General Office technical support group.

Mr. Voth (BSEE, M3RE) has 41/2 years' experience as a helcar Engineer, primarily at the Muti-cello Plant. On April 3,1972, an engineer (BChE, MSNE) with two years of nuclear i

engineering work with a major engineering consulting firm will join the Eclear Support Services Ibpartment. We are currently seeking two more individuals with nuclear experience in areas which will complement those already assigned to this group.

They have assisted the Power Production and Enticello Plant organizations on review and resolution of plant operating and technical situations and corree-tion of equipment deficiencies. This technical support function vill be broadened, and redimeted where necessary, as additional personnel are added and needs be-come apparent.

Power Production Department A reorganization of the General Office Power Production Ibpartment was implemented 7

in two steps on Ibee=ber 1,1971, and February 1,1972. Whereas previously the nuclear and fossil plant operational msponsibility was all contained in one Power Plant-Mechanical group with two Supervising Engineers handling operating and tech-nical matters for the mnticello and Prairie Island Plant, the operating and tech-nical responsibility for nuclear plants has been separated from fossil plant activ-ities with both grot:ps reporting directly to the knager of Power Production as shown in the attached Figure 2.

Effective December 1, 1971, Mr. G H Neils was designated General Superintendent of Nuclear Plant Operation heading this group.

Mr. Neils (BSEE) has 17 years' NSP experience,13 of which is nuclear plant operating and engineering experience accumulated throu6h his participation in Pathfinder, Enticello, and Prairie Is-land plant operation or project responsibilities.

On February 1,1972, Mr. R L Scheinost was appointed Superintendent-Operations in Mr. Neils' group.

Mr.

Scheinost (BSME) has almost 8 years' NSP experience, 6 of which is nuclear plant operating and engineering experience accumulated through his participation in Pathfinder and Monticello plant operation or project responsibilities.

On Feb-ruary 1,1972, Mr. J A Tacheny was appointed Superintendent-Projects and trans-ferred from the Power Production Electric Plant Section to Mr. Neils' group.

Mr. Tacheny (BS Natural Science, BSEE) has almost 14 years' NSP experience work-i ing with generating plant electrical equipment and e.Lectrical systems, with sev-eral years of design review in this field for NSP nuclear plant projects. Exper-1ence resumes for the individuals currently assigned to the Nuclear Power Plant Operation group in Power Pmduction are attached. Additional personnel vill be added to this group in 1972.

The Power Production Ibpartment reorganization has also broadened the function

• of the Power Plant Maintenance group which has historically served more of a staff or consulting ihnetion, than a line function, by pIuriding coordination and consultation for power plant maintenance activities. This group has now been assigned additional responsibility for tmining and quality assurance.

It vill eventun11y provide General Office quality assurance review and assistance for both nuclear and fossil generating plants with stress en metallurgical and welding capabilities. An indivirlual with broad experience in this field is ex-pected to be selected and assigned within the next several months.

NORTHERN OTATES POWER Ct.v1PANY Dr P A Wrris k rch 9, 1972 directed toward relieving certain key supervisors of the number of functions they must direct, providing additional supervisors, splitting some portions of the organization into smaller functional groups, and assignment of additional technical personnel to the E nticello Plant staff.

Mr. C E Larson was appointed Plant Manager with two major groups reporting to him through their respective superintendents, the Operation & h intenance group and the Plant Engineering & Radiation Pmtection gmup.

Mr. W E Anderson, formerly Maintenance Supervisor, was designated Superintendent-Operation & Maintenance and in this position supervises the functions of the op-enting shift personnel gmups and the mechanical-electrical maintenance gmup.

Mr. Anderson has an extensive background in operations as well as maintenance, having functioned as both a Shift Supervisor and the Operations Supervisor during startup, testing and operation of the Pathfinder Nuclear Plant.

Mr. H E Nimo, fomerly Chief mectrician, has been appointed as hintenance Supervisor replacing Mr. Anderson.

Mr. Nire.no has 26 years' experience in plant operation and maintenance with NSP, previous experience as a Machinist, and played a responsible role in the E nticello pre-operational testing and startup program.

The initial complement of five Shift Supervisors is inemased to six vith the appointment of Mr. R A Kmitch, SRO 1493, formerly a Icai Plant Equipment and Reactor Operator.

The additional strength in this supervisor gmup will provide additional manpower availability for shift relief, review of operating activities, and supervision of operating matters that can be accomplished independent of the assigned shift duties during normal workday hours.

Mr. M H Clarity was named Superintendent-Plant Engineering & Radiation Protection.

He vill be responsible for the activities of the technical groups having responci-bility for Padiation Protection, Plant Engineering-Technical, Plant Engineering-Operations and operational Qaality Assurance.

Mr. L R H iacon vill continue to function as Padiation Protection Engineer but vill be given substantial assistance in this area of responsibility by the reassignment of Mr. F L Fey f rom Engineer to Assistant Padiation Protection Engineer.

Mr. Fey's background includes mas-ters degrees in both Public Health and Science (Health Physics); he has profes-sional experience in radiation safety and health physics and has been functioning in an engineering capacity in the technical gmups at both the Pathfinder and knticello Plants.

Mr. G H Jacobson was appointed Plant Engineer-Technical to supervise the activi-ties of the Engineer-Nuclear, Engineer-Computer, and Engineer-Instruments.

Mr.

D E Nevinski has been designated Engineer-Nuclear replacing Mr. M H Voth who transferred to the Naclear Support Services Departmnt.

Mr. M F Dinville has been appointed Plant Engineer-Operations. This group will

provide technical support for the other Monticello Plant groups and will have m-sponsibility for surveillance testing, meeting technM:.1 specification requirements, retraining, and other specific support assignments.

Mr. Dinville currently has five engineers in this support group.

NORTHERN OTATED POWER C u PANY Dr P A W rris Arch 9, 1972 An individual vill be assigned as Quality Engineer in the near future and will report to the Superintendent-Plant Engineering & Radiation Protection. The Quality Engineer vill function in accordance with the responsibilities as out-lined in the Operational Quality Assurance Manual for the Enticeno Plant, which is now being fomalized, and vill secum guidance and assistance from the quality assurance section of the General Office Power Plant Maintenance group.

P2cmotions and reassignments resulting fmm the reorganization have placed tech-nical manpower in other functions in a manner which reduces the number of exper-ienced personnel available for activities carried out under the responsibility function of the Plant Engineer-Operations. Measures are underway to recruit and hire several additional technical personnel with nuclear experience or spe-cific training to strengthen this group.

Two senior-experienced engineers have been obtained fmm a consulting firm to stmngthen this group, on a full-time resident basis, as a transitional measure.

Safety Audit Comittee Several changes in the functioning of the Manticello Safety Audit Comittee have taken place in recent months which vill further increase the independence and effectiveness of the nuclear plant safety review function.

On December 6, 1971, Mr. L 0 Mayer, Director-Nuclear Support Services, was named Chaiman of the Monticello Safety Audit Comittee replacing Mr. R 0 Duncanson, knager of Power Production. This removes the Safety Audit Committee Chaimanship from a department having day-to-day line responsibility for plant operation.

On Jan-uary 11, 1972, Dr. J A Thie, independent nuclear consultant, was appointed as a regular member of the Ibnticello Safety Audit Comittee instead of serving as a part-time consultant as he had up to that time.

Effective March 2, 1972, the i

Monticello Safety Audit Comittee was made advisory to the Group Vice President-Power Supply instead of the Vice President-Power Production & System Operation

as in the past. The Safety Audit Committee membership and its Chairman and 1

Vice Chaiman under this new arrangemnt shall be appointed by the Gmup Vice President-Power Supply or such person as he shall designate.

It is our intent to submit additioral infomation to you at a later date summariz-ing the NSP General Office engineering and technical support personnel resources available for nuclear plant operations support in addition to those detailed herein fmm the Power Production and Nuclear Support Services Ibpartments. We vill also include a summary of outside consultant expertise currently retained by, or available to, NSP for nuclear plant operations support.

September 1967 Employed by NSP and assigned to the Results crew at Pathfinder. Was active in the dismantling of the vessel internals following the shutdown of the Pathfinder reactor and was responsible for conducting several investigations on the core fuel.

He participated in the design considerations and development of normal and special operating procedures, and re-ceived " cold" license (SOP-185) in October 1%3 He participated actively in all nuclear startup testing and was one of three persons initially qualified to serve as Operations Supervisor during this activity. He was a regular member of the plant Operations Committee.

The dept is charged with responsibility for op-eration and maintenance of all generating sta-tions in the NSP system. Duties were to super-vise the operation and maintenance of electric ganerating equipment under the direction and guidance of a Supervising Engineer.

Maintenance inspection of generators, exciters, and station auxiliary power plant electrical equipment.

Supervision of testing and initial operation of new power plant equipment.

3 Determining and writing operating procedures for power plant equipment - conducting oper-ator training.

4.

Trouble shooting power plant systems to deter-mine causes of equipment failure and specify modifications to plant systems or equipment.

The general scope of duties remained the same as above with increased responsibilities.

Worked as the Electrical Engineer member of a committee which prepared the specifications for the power plant computer installed in our 600 MR AS King unit.

This was the first power plant computer used by NSP and this committee, there-fore, made a thorough analysis to determine correct electrical and mechanical operating procedures. Many of the electrical procedues are applicable to nuclear plants.

pre-operational checkout and startup of Monti-cello Nuclear Plant. Primary experience was in determining proper operating procedures and with writing, reviewing, and conducting pre-operational tests on various plant systems.

Where tests indicated that modifications were necessary to meet design specs or where design did not appear proper, presentations to the architect engineer for consideration and action were part of this responsibility.

l July 1, 1970 Assigned as Supervising Engineer, Hectrical from ESP Power Production Department for the installa-tion and startup of Prairie Island Nos 1 & 2 units.

February 1,1972 Promoted to position of Superintendent-Projects in Power Production Department, Nuclear Section.
