Gentlemen:

The. purpose of this letter is to request exemption to the applicable provisions of 10 CFR 26; Fitness for Duty Program, and 10 CFR. 73; Physical ' Protection of Plants and Materials, as'they pertain ~ to unescorted access requirements for nuclear generating.

stations.

These. regulations and the Beaver Valley. Power Station Physical Security

Plan, st.ction 1.3.1, require meeting various criteria before granting an individual unescorted access.

It is our request-that a

one-time exemption be' granted to the above referenced regulations for Lord

Marshall, Chairman, World

. Association of Nuclear Operators.

L The Beaver Valley Power Station is currently s'cheduled for a two-week evaluation by the Institute of Nuclear Power Operations during October 8

It is during this evaluation-that Lord Marshall will accompany the INPO team as an observer, and the-1 period for which this exemption request is to apply.

Exemptions to the requirements of these parts may be requested pursuant to 10 CFR'26.6 and 10 CFR 73.5 and granted by the Nuclear il L

Regulatory Commission upon-their determination that it is authorized by law and it will not endanger life or property' or the
