Washington, DC 20555 Gentlement CONFIRMA'1VRY LET2'ER FOR LICENSE AMENDMENT 39 APRM DONNSCALE TRIP DELETION HOPE CREEK GENhRATING STATION FACILITY OPERATING LICENSE NPF 57 DOCKET NO. 50-354 On Jatuary 2, 1991, the Nuclear Regulatory Commission (NRC) issued Amendment 39 to Facility Operating License NPF-57 for the Hope Creek Generating Station.

The amendsent eliminated the averagc power range monitor (APRM) downscale reactor protection system (RPS) scram Technical Specification requirement.

In approving the changes, the NRC required that Public Service Electric and Gas Companyt

1) formall;* document the modification to the RPS on the Docket, 2) fully test the RPS after the modification was implemented, and 3) update all RPS test procedures to reflect the modification.

This letter is intended to inform the NRC, staff that the

- modification to the RPS permitted by the approved amendiaent has been implemented.

Specifically, the contact for the APRM downscale companion IRM upscale scram has been jumpered out thereby eliminating the associated scram sign 6\\.

The RPS was fully tested following iniplementation and all applicable RPS procedures have been updated.

Updated Technical Specification pages have been distributed to holders of controlled copies of the Technical Specifications.

Amendment 39 has therefore been fully implemented at the Hope Creek Generating Station.
