REP COMBINED INSPECTION REPORT NOS 50-272/91-10, 50-311/91-10, & 50-354/91-07 The referenced inspection report identified a concern that handling of temporarily designated vehicles (TDLVs) did not appear to be consistent with the Artificial Island Security Plan.

The PSE&G procedure for controlling vehicle access in Security Procedure (SP) 8, Vehicle Access Control.

Details of proposed changes which would resolve the concern and maintain consistency with 10 CFR73.55(d)(4), vore discussed with the NRC Region 1 Safeguards Section Lead Inspector for the subject inspection and with the cognizant NRR Reviewer. Agreement betwoon the involved PSE&G and NRC parties on changes to SP8 to resolve the subject concern was reached on May 9, 1991.

Subsequently, on May 23, 1991, these changes to SP8 as reflected in the Enclosure (Page 2 of SP8), were approved and implemented.

Following completion of our new warehouse project, described in our letter dated September 4, 1990 ( re f. N LR-N 9 017 8 ) and currently scheduled for the end of September 1991, the Artificial Island Security Plan will be appropriately revised.

This project will necessitate a plan change owing to reconfiguration of the protected area perimeter and security controls associated with warehouse activities.

It is anticipated that changes to the plan as required by 10 CFR73.56 may also be included at that time.

This will allow one plan change, in accordance with 10 CFR50. 54 (P), instead of two or three plan changes.

Should you have any questions regarding this submittal, please do not hesitate to contact Mr. Michael Ivanick, Senior Security Regulatory Coordinator, at (609) 339-2242.
