ULNRC-3114, dated December 9, 1994 The referenced. letter transmitted an amendment application to revise Technical Specification (T/S) Surveillance Requirement 4.8.1.1.2f.7 to remove the requirement to perfc m the hot restart within 5 minutes of completing the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> test and place it in a separate T/S.

The purpose of this transmittal is to submit a revision to the proposed change based upon conversations between Union Electric and the NRC Staff.

The areas of change consist of the following:

Deleting the use of Specification 4.8.1.1.2f.6)b) for the hot restart test signal,. because this specification allows only the use of a simulated loss-of-offsite power in conjunction with a Safety Injection test signal to be used to auto-start the diesel generator.

deleted the requirement to monitor operating temperature for stability and will rely solely on the 2

hour minimum operating time as specified in NUREG-1431 prior to performing the hot restart test.

The conclusions in the Safety Evaluation of the original submittal are also applicable to this change.
