By a letter dated May 24, 1991, the NRC provided to Alabama Power Company a backfit analysis pursuant to 10 CFR 50.109(a)(4) in support of a requirement to modify the work schedules of operating personnel as limited by Technical Specification 6.2.2.f. The Nnc requested a response to the May 24, 1991 letter within 30 days.                 Dut to the complexity of this issue an extension of an additional 60 days was requested via a telephone conversation held on June 18, 1991 between Mr. J. E. Garlington for Alabama Power Company and Mr. S. T. Hofiman, NRC Project Miinager. The 60-day extension is needed to properly evaluate the effect of the NRC's interpretation of Technical Specification 6.2.2.f upon plant operation.

Such a change may have an impact upon plant staffing requirements, outage planning, and labor telations.                 In addition, Alabama Power Cempany is

(     conducting an industry survey to determine how other utilities are implementing their overtime policy and to what job classifications overtime limitations are being applied.                 This extension should have no effect on implementation of the NRC's requirement since the next scheduled outage for either unit will not begin until March 1992.
