NRC INSPECTION REPORT N0. 70-1201/96 04

Dear Mr. Carr:

i This refers to the inspection conducted on September 10, 13 and 23, 1996 at the Commercial Nuclear Fuel Plant. The purpose of the inspection was to j

determine whether activities authorized by the license were conducted safely i

and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the report.

Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress.

Based on the results of this inspection, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice of Violation (Notice).

In addition, the enclosed Inspection Report identifies j

activities that violated NRC requirements that will not be subject to enforcement action because your efforts in identifying and/or correcting the l

violation meet the criteria specified in Section IV of the NRC Enforcement Policy.

Although Section 2.201 requires you to submit to this office, within 30 days of your receipt of this Notice, a written statement of explanation, we note that in your letter dated September 23, 1996 to the NRC Region II Director of Nuclear Material Safety, that this violation had been corrected and those corrective actions were reviewed during this inspection. Therefore, no response with respect to this matter is required.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and.its enclosures will be placed in the NRC Public Document Room.
