September 17, 1985 MEMORANDUM (Cygna Review of Revised Designs)

It was originally contemplated that Cygna would provide an indepen-dent review and verification of certain aspects of the design of Comanche Peak.1

However, "Cygna does not currently contemplate expressing any opinion with respect to the implementation or the results i

of the CPRT effort."2 Cygna apparently will not verify aspects of design that were within the scope of its review, were found to have weaknesses and have been subsequently corrected.

Cygna's exclusion from this last stage of design review will not provide the scope of independent review that was contemplated and will therefore decrease the credibility of independent testimony about the 1
