Introduction

Texas Instruments, Inc. (TI), by letter dated July 20, 1978, has submitted a plan for'the future _ decontamination of the places of use' and sites authorized by Special Nuclear _ Material License

,No. SNM-23 so that they can be released for unrestricted use.

The plan ~ includes an estimate.of the costs involved and the financial arrangements that have been made to insure'that adequate funds will be available to cover' these costs at the time of decommissioning. -

The licensed facility occupies approximately 15,000 square feet in one corner of Building '10 at TI's site in' Attleboro, Massachusetts.

Within this area there is approximately a 1200 square foot area in which bare'SNM is handled.

II Decontamination Plan and Costs

.The decontamination plan concerns only the area in which bare uranium is handled. This is.the area in which there is a potential for con-tamination.

.The plan assumed that all. equipment (except the large hydraulic press) will-be broken down, sealed in drums and sent to an approved burial ground. ' The walls and concrete floor (to a depth of one inch) will be, broken into pieces, packaged and also sent to an approved burial ground. -The hydraulic. press will be decontaminated to Annex C levels,

- painted and released for unrestricted use.

2 The estimated cost for decontamination and burial is $150,000. The staff concluded the plan and cost is reasonable and appears to be adequate. The facility is relatively small and the present contamination levels are low.

Prior to the start of decontamination TI will submit to the NRC for review and approval a detailed decontamination and radiation survey plan,to prove the area acceptable for unrestricted use.

III Financial Plan TI, by an attachment to the letter dated July 20, 1978, provided the NRC with a copy of a statement from the Nuclear Division of the Union Carbide Corporation, a prime contractor to DOE, that guarantees payment for the cost of decontamination and decommissioning of the TI facility.

sites authorized by their license, the release of equipment to un-restricted use, and the financial arrangements to insure that adequate funds will be available to cover the costs at the time of decommissioning provide satisfactory assurance that health and safety of the operating personnel, the public, and the environment will be protec.ted.
