Enclosed is an application for an export license (XSNM03014), recently received by the Nuclear Regulatory Comm4ssion, for the export of low-enriched uranium to Taiwan for use as reload fuel in Haanshan Units 1 and 2.

Assurances from Taiwan are required that the material will be subject to all of the terms and conditions of an agreement for cooperation.

Your assistance in obtaining the necessary assurances will be appreciated.

Please note that a portion of the material may contain Canadian origin source material.

Dear Mr. Hauber:

Please find enc'osed a license application covering the proposed export of reload fuel assemblies by Westinghouse Electric Corporation to Maanshan Units 1 & 2 located in Taiwan. The quantity of material covers the supply of several regions of reload fuel for both units, beginning in 1999, it is anticipated that Unit I would receive approximately 52.5% of the specified uranium material.

A check for $2,900 is enclosed covering the fee for this application request.

Please note: We are required by the customer, Taipower, to have a valid fuel export license issued to us, in order to be eligible to submit a fuel proposal. The proposal is due February 4*

1998, so please process this fuel application on aa urgent basis as we have less than three months to receive the fuel license in order to make our proporal.
