Dear Dr. Passerini:

Thank you for your letter dated November 13,1998, in which you expressed some concern over the possible production of tritium in the commercial fixed nuclear reactor facilities operated by the Tennessee Valley Authority (TVA).

While the U. S. Nuclear Regulatory Commission (NRC) does regulate TVA's operations to ensure that these operations are conducted in a safe manner and in the interest of public health and safety, the NRC is not responsible for establishing policy as it relates to national escurity matters affecting the United States. As you may be aware, the U. S. Department of Energy makes the site selection for tritium production based on technical, economic, and national securtly considerations.

We have, however, forwarded your comments to Mr. James Wilson in our Headquarters' office, located in Rockville, Maryland. Mr. Wilson may be contacted at (301) 415-1108, and can receive correspondence as follows:

U. S. Nuclear Regulatory Commission ATTN: James H. Wilson, Senior Project Manager Generic issues and Environmental Projcets Branch Division of Reactor Program Managerned Office of Nuclear Reactor Regulation Mail Stop 10 H5 Washington, DC 20555-0001 Again, thank you for your expressed interest, and please do not hesitate to contact me directly if I can be of further assistance in this regard.
