The Board notes that, in addressing Applicant's motion for authorization to issue an operating license to load fuel and conduct precriticality testing, SAPL's and NECNP's response and objection of August 29, Massachusetts's objection of September 3, and the Staff's response of September 8 refer to and discuss a draft license dated August 20, 1986. While we do not desire to be placed on the Staff's technical service, if any such submissions to us in the future refer to and discuss documents on that list, we would appreciate it if you would transmit copies imediately.
