This is an affirmation / discussion session. We 4 have one item on the agenda and I will ask the Secretary to 5 lead us through that item.

6           SECRETARY CHILK:   The item is 86-149, the Licensee 7   Hearing Request in a Civil Penalty Case, GPU, Nuclear.     The 8   Commission here is being asked to approve issuance of a notice 9   of hearing which relates to a March 4, 1986 order in which the 10   NRC imposed a civil monetary penalty on General Public 11   Utility Corporation for alleged discrimination against 12   Mr. Parks, a Bechtel employee.

13             The request for hearing was made bi the licensee in 14   a letter dated March 20. All the Commissioners have approved 15   an order granting the licensee's request for a hearing.       The 16   order appoints Judge Ivan Smith as the presiding officer.       The 17   Atomic Safety and Appeal Board has also been authorized to 18   perform the review functions.
