i The purpose of this letter 's to clarify wording incccsistencies identified.in Public Service Electric and Gas Company's (PSE&G's)

License Change Request (LCR) 92-10 for the Hope Creek Generating Station dated February 2, 1993, and a revision dated November 16, 1993.- As described below, th6de inconsistencies concern the use i

of "recirculetion flow" and " core flow" when discussing thermal i

stratification in single loop operation. -Although these inconsistencies were also identified in the NRC's resultant Safety Evaluation for Amendment No. 63 of Hope Cruk Technical Specifications, the actual Technical Specificatio' changes utilized the proper wording.

In PSE&G's LCR 92-10 applications, Attachment 1, Proposed Changes To the Technical Specifications,Section I.D, states, "50% value for recirculation flow," while Section III.B states, "50% core finw" for dianussions relating to thermal stratification.

The words " recirculation flow" are more specific and correct while use of the term " core flow" is not.

Similarly, the NRC's Saf ety

-Evaluation _for Amendment 63, Section 2.2.b, states, "50 percent

of rated core flow," but in section 2.4~.c states, " recirculation

i flow remains at 50 percent."

Technical' Specification Action 3.4.1.1.a.1.g and Surveillance 4.4.1.1.2 both state

" recirculation loop flow in the operating recirculation loop is 5 50% of rated loop flow'."

The-Technical Specifications, as written, utilizes.the proper wording.

PSE&G believes that the above inconsistencies:

1) do not altor the conclusions reached in-the No significant Hazards Consideration-analysis submitted for LCR 92-10; 2) nor change the 4

PSE&G is transmitting this letter to provide a more clearly defined and consistent basis for the justification of the changes contained in Amendment No. 63.

Since the current Technical Specifications are correct, they will continue to provide appropriate control for Hope Creek operations.

PSE&G does not believe that an NRC revision to Technical Specification Amendment No. 63 is required as a result of this issue.
