        'Ihis is to request that your office conduct a full Regional Assistance Com-mittee (RAC) review of Revisions 7 and 8 of the LIIf0 Transition Plan and of LIICO's responses to FEMA's assessnent of the February 13, 1986 exercise of Revision 6 cf that plan. In performiry this review, the RAC may have to assume, peMing final resolution of the issue in the courts, that the authority necessary to manage and implement the offsite plan exists.
'Ihis is to request that your office conduct a full Regional Assistance Com-mittee (RAC) review of Revisions 7 and 8 of the LIIf0 Transition Plan and of LIICO's responses to FEMA's assessnent of the February 13, 1986 exercise of Revision 6 cf that plan.
In performiry this review, the RAC may have to assume, peMing final resolution of the issue in the courts, that the authority necessary to manage and implement the offsite plan exists.
Please verify any other assumptions, if any, that the RAC makes during this review process.

'Ihis request was later modified to pertain only to the LIIf0 Transition Plan aM its revisions. On July 16, 1986, FEMA received l       a request frm NRC, copy attached, to conduct a review of Revision 7 of the Transition Plan and of LIIf0's responses to FDiA's assessment of the Februaq 13, 1986 exercise of Revision 6 of that plan. On October 6, 1986, FEMA received an NRC request, copy attached, to include Revision 8 in its review. It is our understanding, based on information from your staff, that copies of these documents haie already been delivered to the Region II office and to the RAC members.
