By {{letter dated|date=February 18, 1997|text=letter dated February 18,1997}}, as supplemented by {{letter dated|date=September 11, 1997|text=letter dated September 11,1997}}, the Commonwealth Edison Company (Comed) requested relief from immediate implementation of the amended requirements of 10 CFR 50.55a for Quad Cities Station, Units 1 and 2. By Federal Register notice dated August 8,1996,10 CFR 50.55a was amended to incorporate by reference the 1992 Edition with the 1992 Addenda of Subsections IWE and IWL of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code) for the inservice inspection (ISI) and repair and replacement (R/R) activities of containments. Since the amended rule became effective on September 9,1996, any R/R activities to be performed for the containments after that date are required to be in accordance with the respective requirements of Subsection IWE (lWL is not applicable to Quad Cities). However, the regulation incorporates the provision for a licensee to submit a request for relief for the date of implementation of its containment R/R activities, with properjustification.
