The Nuclear Regulato'ri Commission (NRC), as part of its responsibility of regulating nuclear power plants, periodically evaluates the perfortnance of its licensees through a program called the Systematic Assessment of Licensee.

4 Performance (SALP)., Through this program, we review and evaluate.our licensees' performance,in the four major categories of:

Plant Operations.

Maintenance Engineering, and Plant Support.

The Plant Support category includes an assessment'of licensee performance with regard to emergency preparedness.

On September 11, 1998, representatives of the NRC will meet with the management of the South Carolina Electric and Gas Company to discuss the V. C. Summer Nuclear Power Plant's performance over the past 21 months.

You are invited to~ attend this meeting as an observer.

Subsequent to this meetingt we have scheduled time to meet with you, and other members of your staff as you deem appropriate, to discuss matters of mutual interest with regard to the regulation and performance of V. C. Summer.

This SALP meeting is scheduled to be conducted at 1:00 p.m. at the

_ V.~ C. Summer site. Nuclear Office Building, in the second floor cafeteria.

The proposed meeting with you and other local and State officials will be ai conducted at the same location, shortly after the conclusion of the SALP.
