Dear Mr. Thorne:

Enclosed is an application from Gen +ral Atomics for the export of two (2) research reactor control rods with 4 Mtal value of $40,000 to Taiwan for use as replacement parts for the TH0R rest-ch reactar.

Because under 10 CFR Part 110 complete control rods are defined as major components of a nuclear reactor, the application requires the review of the Executive Branch before we can take action on this application. Accordingly, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

Please note the first scheduled shipment is October 2, 1989.

Dear Mr. Peterson:

General Atomics hereby makes application, pursuant to 10 CFR 110, for a license authorizing the export of two (2) research reactor control rods to Taiwan.

The control rods will be used in the Tsing Hua Open-Pool Reactor (THOR) at the National Tsing Hua University, Hsin-Chu, Taiwan.
