Dear Mr. Liu:

By letter dated May 16,1997, IES Utilities Inc. submitted Revision:18 of the Duane Amold

~ Energy Center (DAEC) Quality Assurance Program Description. Included in this revision was a change to the Updated Final Safety Analysis Report (UFSAR) Table 3.2-1, where the

" Equivalent ASME B&PV Code Class" column for the emergency service water piping classification was changed from "3" to " '." _During its review, the NRC staff expressed concern that this column could be misleading even though footnote "h" in the table describes this column as an "Information Only" column. Based on discussions with the staff, IES Utilities Inc. made a revised submittal on June 11,1998, which stated that the " Equivalent ASME B&PV Code Class" column will be deleted from UFSAR Table 3.2-1 in the next UFSAR update scheduied for November 1998.

The staff has completed its review and determined that Revision 18 of the DAEC QAPD as -

' updated by the June 11,1998 submittal, continues to comply with the criteria of Appendix B to 10 CFR Part 50, and is therefore acceptable.
