SUMMARY

OF FEBRUARY 24, 2022, PUBLIC MEETING WITH INDUSTRY STAKEHOLDERS REGARDING ANNUAL LICENSEE-CONDUCTED FORCE-ON-FORCE EXERCISES DURING THE COVID-19 PUBLIC HEALTH EMERGENCY IN CALENDAR YEAR 2022 On February 24, 2022, a Category 1 public meeting1 was held between representatives of the U.S. Nuclear Regulatory Commission (NRC), and external stakeholders, which included industry representatives and the Union of Concerned Scientist. The purpose of this meeting was to discuss considerations associated with licensee-conducted Force-on-Force (FOF) exercises in calendar year 2022 as the COVID-19 Public Health Emergency continues.

Specifically, the NRC staff discussed topics related to the following areas: regulatory requirements and regulatory guidance associated with licensee-conducted annual FOF exercises, drill and exercise artificialities and simulations to account for COVID-19 safety restrictions, and security drill and exercise program record keeping requirements. The NRC staff supported this discussion with a presentation that was used to facilitate discussions at the meeting2.

No regulatory decisions were made during the meeting.
