Mr. Thaggard joined the U.S. Nuclear Regulatory Commission (NRC) in 1989 as a hydrologist in the Office of Nuclear Material Safety and Safeguards (NMSS). He held a number of progressively responsible positions in NMSS, the former Office of Federal and State Materials and Environmental Management Programs (FSME), and the Office of New Reactors. In 2009, he was selected for the Senior Executive Service (SES) position of Deputy Director, Division of Intergovernmental Liaison and Rulemaking, FSME. In 2011, he was selected as Deputy Director for Emergency Preparedness, Division of Preparedness and Response, Office of Nuclear Security and Incident Response (NSIR).
