    **                                  SPECIAL REPORT 95-01 0FFSITE DOSE CALCULATION MANUAL REQUIRED WASTE GAS ANALYZER UNAVAILABLE FOR GREATER THAN THIRTY DAYS This Special Report provides information concerning the cause and corrective action for the inoperable status of the Waste Gas Analyzer (WGDA-1). On June 30, 1995, Florida Power Corporation's (FPC) Crystal River Unit 3 (CR-3) was in MODE ONE (POWER OPERATION) and operating at 100% power.
At 0950, WGDA-1 was declared inoperable due to a calibration problem involving accessing the menu of the analyzer nicroprocessor unit. At that time, Offsite Dose Calculation Manual (0DCM) Section 2.16, Action b. was entered, which requires equipment restoration to n rvice within 30 days or the submission of a Special Report.
Failure of the WGDA-1 calibration was due to a deficiency in the microprocessor, previously checked and repaired by the vendor. The microprocessor was replaced and WGDA-1 was returned to normal operation at 1251 on August 3,1995, after being out of service for 34 days. Subsequently, the actions of ODCM Section 2.16 were exited.
This report is being submitted because the Waste Gas Analyzer (WDGA-1) was out of service for a period exceeding thirty days. The significance of this event was minimal, since during the entire period, manual grab samples were taken at least once per 4 hours during degassing operations and at least once per 24 hours during other operations in accordance with ODCM Section 2.16, Action a..
