Florida Power Corporation (FPC) has been following the activities of the NRC and NUMARC related to nuclear security. FPC provided the plan and schedule for a major upgrade to our security system in Reference A. The total upgrade program is currently forecast to cost over $14 million. FPC has concluded that elements of this upgrade should be deferred until pending proposed changes in the requirements are dispositioned by the NRC.
NUMARC, in Reference B, documented four areas.where reevaluation of protective measures appears warranted. These include vital area controls, containment access control, vehicle escort, and guard search requirements.      FPC considers this reevaluation to be appropriate and would suggest that even more changes may be warranted as well. It is our understanding that the NRC Staff has forwarded their recommendations on these and related subjects to the Commission in Reference C.

* potential to save up to $8 million in revised scope.                        Therefore, FPC requests your concurrence with deferral of the elements of the security upgrade project affected by proposed changes to security requirements until these changes are addressed and any revised requirements are clearly defined.
FPC will closely follow the resolution of the proposed changes to security requiresents and will continue to redefine our project accordingly.                                              Also, we wil's continue to keep the NRC promptly advised of the status of the project.
