Millstone Nuclear Power Station, Unit No. 2 Request for AdditionalInformation on IE Bulletin 80-11 Masonry Walt Design By letter dated February 24, 1984,(1) the NRC Staff requested that Northeast Nuclear Energy Qom              (NNECO) supply additional information on our 1982t2) panysubmittal conc rning Masonry Wall Design. NNECO's December May 11,19843,(3) and November 2,1984 4) submittals provided partial responses to that request for additional information.
NNECO hereby supplements our earlier responses with additional information as attached. Specifically, a complete response to Question 4 is provided.

4O Question 4 With regard to the nonlinear analysis technique (energy balance technique and arching action' theory), please note the following and provide the information requested.
: a.      Arching Action: The NRC position on this issue states that the use of the arching action theory to qualify unreinforced masonry walls is not acceptable. - These walls should be repaired so that they can be qualified based on the SGEB criteria. In view of this, indicate your intended actions and schedule to bring the affected walls into compliance with the staff position.
l-              b.  ' Energy Balance Technique: The NRC is currently preparing a position E
statement regarding this technique, which will be forwarded to the licensee in the near future.
 
===Response===
During the evaluation conducted in response to I&E Bulletin 80-11 a total of 18 walls were qualified using arching action techniques. 11 of these walls have safety related attachments. Seven more do not have attachments but have safety-related equipment in proximity to the wail (II/I situation).
All 18 walls have been reanalyzed using linear elastic working stress methods, in accordance with the SGEB criteria. The methodology employed and the results of the reanalysis for the 11_ walls with safety-related attachments was submitted to the NRC on November 2,1984. The results for the seven II/I walls are
;.              presented below and complete the response to question 4'with respect to the use l              of arching action.
Results E              The seven II/I. walls are of multi-wythe, solid block construction with 2 to 8 wythes. They do not have vertical reinforcement. Walls 1.30,1.50 and 1,59 are blockouts with 4, 2, and 2 wythes respectively. Walls 3.10, 3.12, 3.29 and.4.1 have 7. or 8 wythes which are tied together through the collar joint by Number.-

Under the original 80-11 evaluation, the walls were first analyzed using working
              -stress methods. As noted in the November 2,-1984 submittal, this analysis contained several unnecessary conservatisms (for example allowable stresses less than SGEB allowables) which led to their being analyzed using arching action.
The walls have now been reevaluated in accordance with the SGEB criteria and found to conform without modifications.
The reevaluation was based on one of the following: (1) the original working stress calculations adjusted to SGEB criteria (1.30, 3.10, 3.12, 3.29, 4.1), (2) comparison with another wall of the same type and larger unsupported span
              -(1.59), or (3) reanalysis using the procedure outlined 'in. the November 2,1984 submittal (1.50). Walls 1.30,1.50 and 1.59 were assumed to be non-composite (ie. zero collar joint shear transfer). Walls 3.10, 3.12, 3.29 and 4.1 were assumed 1
composite due to the use of horizontal reinforcement across the collar joint.
