Feedwater Check Valve Disc AECM-86/0284 The purpose of this letter is to provide information requested by your
;                          staff on September 5,1986. This information pertains to the permissible Lowest Service Metal Temperature (LSMT) for the feedwater check valve disc addressed in Operating License Condition 2.C(17).
AsstatedinMP&L'slettertotheNRCdatedSeptemger1,1981 (AECM-81/0340), the LSMT for Train B of Feedwater is 60 F.                                                                                          As the nil dugtilitytransitiontemperatureforthediscofvalveB21-F0328(TrainB)was 78 F, the disc was replaced.
The material specification for the replacement disc is ASME SA351 CF8M.
ThgnilductilitytransitiontemperatureforASMESA351GradeCF8Mislessthan 32 F.        Since this is below the LSMT for Train B of Feedwater, brittle fracture concerns regarding this component are resolved, and the subject license condition is satisfied.
In the September 1, 1981 letter MP&L stated that the Train A valve (B21-F032A) for Feedveater has a LSMT which is acceptable forg the disc associated with valve B21-F032A. The LSMT for Train A is 80 F, and the nil ductility transition temperature for the disc of valve B21-F032A is below this temperature. Therefore the disc of 821-F032A was not replaced.
As discussed with Mr. L. L. Kintner of your staff, MP&L is considering the possibility of replacing the discs of both Train A and B feedwater check valves with discs supplied with soft seats to improve the local leak rate results for these valves.       ' Ethylene-Propylene Rubber. The structural member of the replacement disc for B21-F0328 is fabricated from ASME SA351 Grade CF8M. Thus, brittle fracture will not be a concern.
In accordance with the requirements of 10CFR170.21, an application fee' of
        $150 is attached.
