Units 1 and 2 Docket Nos. STN 50-498, STN 50-499 Schedule for Revision of Accountability Program by {{letter dated|date=May 5, 1989|text=letter dated May 5, 1989}} (ST-HL-AE-3087), Houston Lighting & Power Company (HL&P) described a difficulty encountered in accounting for personnel in the protected area at the South Texas Project Electric Generating Station within the 30-minute criterion of NUREG-0654. Among the planned actions was installation of accountability card readers to further facilitate the process as described in the letter of May 5, 1989. The security computer vendor has informed us that he will be able to provide his input to the design by the end of the third quarter, 1989. We expect to release the design package by the end of 1989 which will enable us to complete installation before the end of the first quarter, 1990.
The revised means of accountability that the above letter committed to establish for the interim period prior to completion of the card reader system
,              has been tested and shown to be capable of accomplishing accountability within 30 minutes.
