AECM-87/0139 System Energy Resources, Inc. (SERI) is submitting by this letter a proposed amendment to the Grand Gulf Operating License. . Nine items are                                                                j included in this submittal as 1) a clarification to the Secondary Containment                                                          4 Integrity definition; 2) a change in the name of a supporting organization represented on the Safety Review Committee; 3) a nomenclature change for a Secondary Containment isolation valve; 4) a deletion of the manual initiation handswitch calibration requirement for ECCS pumps; 5) a deletion of temporary footnotes; 6) a modification to the Environmental Protection Plan for
      -recordkeeping requirements; 7) a change to reflect new upper containment pool gates; 8) a change to add / relocate certain smoke detectors, and 9) a modification                                                    i to the setpoint for residual heat removal / reactor core isolation: cooling steam line high flow. ' Items one through six are administrative in nature and represent changes to provide consistency with other specifications and to provide clarification.                    Items seven and eight result from proposed design changes to the plant and Item nine corrects an instrument setpoint.
SERI submitted proposed Technical Specification changes in a letter dated                                                        i May_19, 1987 in response to Generic Letter 86-10 " Implementation of Fire Protection Requirements." In that letter, SERI requested deletion of the                                                                >
Technical Specifications related to fire protection. Since NRC review of the May.19, 1987 submittal is not expected to be complete in the near future, changes to the present fire detection instrumentation Technical Specifications

which are scheduled to be worked prior to and during the second refueling outage.
In accordance with the provisions of 10 CFR 50.4 and 50.30, the signed original of the requested amendment is enclosed and the appropriate copies will ba distributed. The attachment provides the technical justification and discussion to support the requested amendment. : 1. PS-86/09          Clarification of SGTS Requirement in Secondary Containment Definition

Technical Specification Definition 1.38.c; page 1-7 DISCUSSION:            It is proposed to change the subject Technical Specification                l definition to "The standby gas treatment system is in compliance with the requirements of Specification 3.6.6.3."
JUSTIFICATION:        The present wording of Definition 1.38 part c allows for inconsistent interpretation. The phrase "0PERABLE pursuant to Specification 3.6.6.3" could mean that both of the standby gas treatment subsystems must be operable for secondary containment integrity to exist. SERI interprets the intent of Definition 1.38, Secondary Containment Integrity to allow compliance with the requirements of Specification 3/4.6.6.3. This allows the plant to be in the Action provisions of Specification 3.6.6.3 and still meet the requirements for Secondary Containment Integrity.
This proposed technical specification change is an administrative change to improve the consistency of the Technical Specification. Other GGNS Technical Specification definitions (1.10.c,1.10.e,1.31.c and 1.31.e) utilize similar terminology. This proposed change is consistent with the BWR Standard Technical Specifications.
SIGNIFICANT HAZARDS CONSIDERATIONS:
SERI has evaluated the proposed change and considers it not to involve a significant hazards consideration for the following reasons:
(1) The proposed change will not significantly increase the probability or consequences of an accident previously evaluated, because the change is strictly administrative in nature and is being made to provide consistency with other Technical Specification definitions and the standard technical specifications.
(2) The proposed change will not create the possibility of a new or different accident from any accident previously evaluated, because there is no physical modification being made to the plant. There is no change in SGTS operating procedures or present plant interpretation which allows secondary containment integrity to exist while under the provisions of Action Statement 3.6.6.3.
(3) The proposed change will not involve a significant reduction in a margin of safety, because this change is to provide consistency within the Technical Specifications and does not change the SGTS requirements of Specification 3.6.6.3. or present interpretation of the requirements of Definition 1.38.
