OF JANUARY 14, 2021, CATEGORY 2 PUBLIC WEBINAR ON IMPLEMENTATION OF QUALITY ASSURANCE AND 10 CFR 50.59 CRITERIA FOR ADVANCE MANUFACTURING TECHNOLOGY NUCLEAR PLANT COMPONENTS On January 14, 2021, the NRC held a Category 2 public meeting to discuss the U.S. Nuclear Regulatory Commission (NRC) implementation of Quality Assurance (QA) criteria and Title 10 of the Code of Federal Regulations (10 CFR) 50.59 for nuclear plant components produced using Advanced Manufacturing Technologies (AMTs). The staff presented the basis for using this criterion as documented in the QA and 50.59 draft basis document (Agencywide Documents Access and Management System (ADAMS) Accession No ML20317A005).
The staff communicated the following takeaways:
Generic Challenge - Limited U.S. Nuclear Power Plant Operational Experience.
Additional technical data is needed to better understand the scope of design, QA, and 10 CFR 50.59 issues for AMT items.
There are no specific challenges currently identified. The staff has concluded that existing requirements and guidance are currently deemed adequate to facilitate the implementation of AMT components.
The final basis document will be formally issued from NRR to the NRC Regional offices to inform Reactor Oversight Process inspections of AMT components.
There will be continuing interactions between NRC Headquarter, Regional offices, Industry, and the public on implementation of QA and 10 CFR 50.59 criteria for changes using AMTs.
The Federal Register has released the corresponding draft basis document with the public
 
comment period closing on February 8, 2021 (ADAMS Accession No ML20317A006). Over 60 stakeholders attended the meeting with participation from the Nuclear Energy Institute (NEI) and multiple licensees. A representative from NEI provided specific comments regarding certain sections of the document and terminology used within the document. NEI assure the staff that these comments will be officially submitted through the federal registry.
