The security needs I referred to in my October 27, 1986 letter go beyond nonnal security requirements. In our present Maryland locations, the NRC effectively employs the appropriate mix of security methods that you cite in your December 11, 1986 letter on this subject. However, the Comis-sioners conduct business almost every day in meetings and sessions that are open to the public. The issues which we decide often involve matters in which public interest is so intense that disruptive incidents are an ever present source of concern.      Some recent incidents have involved verbal threats to NRC officials, intrusions of visitors into private work areas, spilling of fluid representing blood, and other similar disturbances, at public meetings. These public meetings hne taken place at the Matomic Building, and have required the professional, seasoned, and stable security presence that has been provided by the assigned FPO's.
