Gentlemen:
Haddam Neck Plant Commitment in Response to IE Inspection No. 50-213/85-15 The purpose of this letter is to inform you that the Connecticut Yankee Atomic Power Company (CYAPCO) has decided to change a commitment made in response (Reference (1)) to IE Inspection No. 50-213/85-15 (Reference (2)).
The specified commitment involved convening separate Piant Operation Review Committee (PORC) meetings for Plant Design Change Records (PDCRs).. The intent of the commitment was to provide improved PORC review of PDCRs by eliminating other items from the agenda.
Experience gained over almost two years of fulfilling this commitment has revealed that it is not as effective as other measures which have been taken (such as advanced distribution of material) to improve the quality of PORC review. It has, however, added an unnecessary administrative burden by artificially increasing the number of PORC meetings with the attendant increase in meeting minutes and other paperwork. Based on this experience, CYAPCO has determined that this commitment has lost its merit and has therefore been eliminated.
