Pursuant to 10 CFR 50.59, enclosed is the Annual Report of Changes, Tests, and Experiments for Diablo Canyon Power Plant (DCPP) Units 1 and 2 for the reporting interval of October 1,1984, to March 22, 1986. This is consistent with the reporting interval of the annual Final Safety Analysis Report (FSAR)
Update revision.
10 CFR 50.59 allows licensees to make changes in the facility as described in the FSAR, make changes in procedures as described in the FSAR, and conduct tests and experiments not described in the FSAR without prior NRC approval provided the change, test, or experiment does not involve a change in the Technical Specifications or an unreviewed safety question. 10 CFR 50.59(b) requires that such changes be reported on an annual basis.
Proposed facility changes, procedure changes, tests, or experiments that are determined to involve an unreviewed safety question or a change to the Technical Specifications are submitted separately to the NRC for prior approval under the provisions of 10 CFR 50.90.
Changes in the Facility As Described in the FSAR. Attachment 1 to the enclosed Ani.ual Report provides a brief description of the 10 CFR 50.59 facility design changes, including a summary of the safety evaluation. Each change was completed and accepted by the plant staff after the date of the operating license (September 22,' 1981, for Unit 1 and April 26, 1985, for Unit 2) and between October 1,1984, and March 22, 1986.

The changes do not (a) increase the probability or consequences of an accident or malfunction of equipment important to safety as previously analyzed in the FSAR; (b) create the possibility of an accident or malfunction of equipment not previously analyzed in the FSAR; or (c) reduce the margin of safety as defined in the bases of the Technical Specifications.
Design changes resulting in minor changes to FSAR figures (e.g., piping and instrumentation drawings and schematics) that do not impact the safety of operations are not included in the Annual Report.
Chanaes in Procedures As Described in the FSAR. Attachment 2 to the enclosed Annual Report provides a brief description of the 10 CFR 50.59 procedure changes, including a summary of the safety evaluation. None of the procedure changes involve an unreviewed safety question or a change to the DCPP Technical Specifications, as determined by the PSRC.
Tests amLEvperiments Not Described in the FSAR. There were no tests or experiments conducted that are not described in the FSAR and that impact the safety of operations.
