By letter dated November 20,1996, the Bolling Water Reactor Owners Group (BWROG) transmitted General Electric Topical Report NEDO-32686, Revision 0, " Utility Resolution Guidance for ECCS Suction Strainer Blockage," (URG) to the staff for review. The staff has completed its review and a draft safety evaluation report (SER) has been written and is
- attached. The staff has identified several open issues in the draft SER. The open issues cover
? a broad spectrum of the guidance in the URG and may affect how licensees apply the guidance given in the document. Therefore, the staff believes that it is prudent to provide the BWROG with the opportunity to respond to the open l' ems before the staff publishes its final SER. It is requested that the BWROG review the draft SER and associated open items, and provide the staff with its response to the open items by March 2,1998. Following resolution of any comments received on the draft SER, the staff will issue the final SER. The final SER will
- include an appendix which will provide any comments / responses received on the draft SER and the staff's resolution of those comments. The final SER should be included in the final version of the topical report.
