Chaiman Palladino has asked me to respond to your recent letter to him offering to help NRC in nuclear safety cooperation with the People's Republic of China, an offer we appreciate very much.
As you may know, an overall framework for such cooperation was established in 1981 when NRC and the National Nuclear Safety Administration of the PRC signed an arrangement to cooperate in exchange of nuclear safety infomation, assistance in training PRC personnel in the safety area, and cooperation in i          resolving problems of a sifety nature that concern either country. With the appdintment of Professor Jiang Shengjie as Director General of the NNSA, NRC has sought to establish close relationships with his organization, including visits by Professor Shengjie and key staff of NNSA to the U.S. where they met with the Chairman and other Commissioners, as well as NRC staff members, to get acquainted and to discuss current issues. Several NRC staff members and one Comissioner have also traveled to China to exchange views and to help train Chinese nuclear specialists in safety-related areas. We have also sent many safety documents to our counterparts in the PRC.
Our contacts to date, while establishing a good base for safety cooperation.
