Dear Mr. DeLaBarre:

Enclosed is an application for a license (XSNM03002), recently received by the Nuclear Regulatory Commission, for the export to South Korea of natural uranium and low-enriched uranium contained in gadolinium burnable absorber rods. The material will be used for the initial core and three reloads in the Ulchin 4 nu.: lear power reactor and for three reloads in the Ulchin 3 reactor.

Before taking action on this request, we would apareciate your views, in accordance with established procedures and from tie overall aerspective of the Executive Branch, as to whether the requested export meets tie applicable criteria in the Atomic Energy Act of 1954, as amended.

Please note that a portion of the material may be of Australian or Canadian origin.
