By letter U-602982 dated April 27,1998, Illinois Power (IP) requested L                      . amendment of Operating License NPF-62, Appendix A - Technical Specifications for                                {
Clinton Power Station (CPS). This amendment was believed to be necessary to                                      ;
implement management changes occurring in the Operations organization at CPS, and                                j L
was discussed with the NRC staff prior to submittal. Specifically, IP requested to                                i change the title " shift supervisor" to " shift manager" for the position identified in Technical Specification (TS) 5.1.2 and TS 5.2.2.g. Upon further consideration'of the l                        proposed changes however, including further review of the requirements and intent of TS 5.2.1.a (as discussed below), IP has determined that its request to change the Technical Specifications should be withdrawn.                                                              j    ;
Specifically, a review of TS 5.2.1.a has det :rmined that the proposed plant-specific title changes are not necessary for inclus'>n in the TS. TS 5.2.1.a reads as follows:                                                                                                          '

These requirew.ents, including the plant specific titles of those personnel fulfilling the responsibilities of the positions delineated in these Technical Specifications, shall be documented in the US AR."

U403042 PJge 2 The intent of TS 5.2.1.a is to acknowledge that plant-specific titles are used to define the plant operating organization and that the specific titles are to be documented in the Updated Safety Analysis Report (USAR). The titles for positions delineated in the Technical Specifications are not intended to be plant-specific, and consistent with this basis, the generic / functional titles in the Techniel Specifications should not be subject to change due to changes in the associated planu pecific titles. Thus, while appropriate changes should be made to the USAR, no changes to the Technical Specifications should be required.
Adequate consideration was not given to the requirements and purpose of TS 5.2.1.a at the time ofIP's April 27,1998 submittal. As appropriate changes were processed for the CPS US AR at that time, consistent with TS 5.2.1.a, no changes were in fact required to be requested for the CPS Technical Specifications. On this basis, and as recently discussed with the NRC Licensing Project Manager for CPS, IP respectfully requests withdrawal ofits April 27,1998 application for amendment of the CPS Operating License.
