Water Discharge Permit No. WP0409 River Bend Station - Unit 1 This is to inform you of a noncompliance with Water Discharge Permit No.
WP0409 for Outfall 004, treated sanitary wastewater from power station to Grants Bayou. The effluent limitations for total residual chlorine (TRC) in the outfall are a minimum of 0.8 mg/l and a maximum of 2.0 mg/1. A sample collected at 1307 hours on April 10, 1989 contained 2.7 mg/l TRC. A sample collected at 1258 hours on April 11, 1989 contained 0.4 mg/l TRC.
On each occasion when the unacceptable TRC levels were noted, immediate adjustments of the calcium hypochlorite dose rates were made to obtain an effluent within the allowable range. Thus, at 1521 hours on April 10 the TRC concentration was 1.3 mg/l and at 1410 hours on April 11 the TRC concentration was 0.9 mg/1. Samples taken on succeeding days have thus far indicated concentrations of 1.4 - 1.5 mg/l TRC.
The cause of these excursions was an inability to effectively adjust chlorine dosage with fluctuating flows, oxidant demand, and variability in the quality of hypochlorite tablets. Similar problems were encountered and reported last attumn and on several occasions in recent weeks. As noted in a letter dated March 14, 1989, consulting engineers are developing recommendations for a long-term solution to the problem of reliable disinfection at Outfall                                            004 Results of these studies are expected by the end of this month. In the meantime, some reassignments of personnel                  have been made to provide for increased surveillance of the effluent quality and for greater technical support of sewer plant operations.
