l Please consider this a Freedom of Information Act re-quest for information. I am interested in several aspects of the policies, programs, and procedures by which teams operate under the Executive Director for Operations. The teams to which I have reference are exemplified by the Performance Appraisal Teams, Inci-dent Investigation Teams, Diagnostic Evaluation Teams, Augmented Inspection Teams, and Integrated Design Inspection Teams. All teams that are expected to come into direct contact with a licensee's staff, either at its corporate offices or its plant site locations, and to file a formal report of findings, are included in this request.
I am attempting to clarify, for myself and clients,                                        '
l                            the objectives and operating instructions for these teams. If each type of team operates under a charter, similar to those required by the Commiscion in the past for the licensees' Onsite and Offsite Safety Review Committees, those charters would answer many of my gTL 3 (' -

: 1. Who within the NRC can initiate a request for a team activity?
: 2. Who must approve a' team activity?
: 3. What is the role of the cognizant Regional Office staff in the initiation and conduct of team activities, and the resolution of the team findings?
: 4. Who detennines the membership.of each team?
: 5. Who determines the person who is to serve as the team leader?
: 6. Which Office (s), Division (s), and Branch (es) are assigned enforcement authority for the team's findings?
: 7. Are there established time scales upon which the teams are expected to operate; for example, time allotted for field activity, time until production of a report, time until the licensee is notified of the findings, etc.?
: 8. Is there a provision for publication of dis-senting opinions, such as there is for the Advisory Committee for Reactor Safeguards, other than through the Dissenting Professional Opinion program?
: 9. If there are provisions for dissenting opinions, will those opinions be made known routinely to the subject licensees?
: 10. What are the official titles of all such teams that fall within the interest boundaries ex-pressed here?

l Please consider this a Freedom of Information Act re-quest for information. I am interested in several aspects of the policies, programs, and procedures by which teams operate under the Executive Director for Operations. The teams to which I have reference are exemplified by the Performance Appraisal Teams, Inci-dent Investigation Teams, Diagnostic Evaluation Teams, Augmented Inspection Teams, and Integrated Design Inspection Teams. All teams that are expected to come into direct contact with a licensee's staff, either at its corporate offices or its plant site locations, and to file a formal report of findings, are included in this request.

I am attempting to clarify, for myself and clients, '
