RELEASE OF PRIMARY COOLING WATER INTO LAKE MICHIGAN (UPDATE)
:On June 18, 1987, approximately 235 gallons of Unit I reactor cooling water was discharged          j into Lake Michigan through the Unit 2 service water discharge. Preliminary indications were        l that the release exceeded the Technical Specification discharge limit.                              1 After analyzing the actual activity of- the primary cooling water that was discharged during this event, the licensee determined that the cause of the alarm on the service water dischargemonitorwasduetothepresenceofentrainednobggases. The alarm setpoint is basedonthemaximumpermissibleconcentration(MPC)obOCo in the effluent path. The analysis of the actual water discharged indicates a Co equivalent activity of less than 3%          '
MPC. The activity of the noble gases entrained in the discharged water was several magnitudes higher than the liquid activity. Using the applicable formula for the noble gas          '
release it was calculated that an individual in the vicinity of the discharge pier would have received a whole body exposure of .06 mrem. This is 3% of the hourly exposure limit for an unrestricted-area.
The licensee's calculations were verified by the resident inspectors and the licensee's            '
analysis results will be confirmed by the use of split samples sent to Region III for independent verification.
The State of Wisconsin will be notified.
There has been local news media interest in this event.
