EMERGENCY RESPONSE CAPABILITY - CONFORMANCE TO REGULATORY GUIDE 1.97, REVISION 3 FOR WASHINGTON PUBLIC POWER SUPPLY-SYSTEM NUCLEAR PROJECT N0. 1 (WNP-1)
We have reviewed your responses of April 15, 1983 and February 6, 1986 to Generic Letter 82-33 concerning how WNP-1 meets the guidelines of Regulatory Guide R. G. 1.97 as applied to emergency response facilities. We have determined that the instrumentation provided for WNP-1 for meeting the recommendations of R. G. 1.97, Revisicn 3, for each post-accident monitoring variable are acceptable except for pressurizer heater status, emergency ventilation damper position, condenser air removal system exhaust and gland steam exhaust. R.G. 1.97 recommends Category 2 instrumentation to monitor the status of these systems. Therefore, we request your commitment within 60 days of the date of this letter to install Category 2 instrumentation to monitor the status of pressurizer heater status, emergency ventilation damper position, condenser air removal system exhaust and gland steam exhaust. Since WNP-1 is currently in deferred status, we request a commitment to provide a schedule and any subsequent changes in the schedule for installing such instrumentation when construction is restarted.
Our associated Safety Evaluation Report is enclosed.
