At General Public Utilities request, INPO sent a team of four people to Oyster Creek on October 20, 1983 to review progress made in addressing selected findings from the October 1982 INPO evaluation. Attached is their trip report to me. I as providing it to you for information and use as desired.
The team was impressed with the progress you are making in
-the areas reviewed. They were particularly impressed by the extensive upgrade in the material condition of the plant that is being achieved during the present outage.

In response to a request from General Public Utilities (GPU)
Nuclear Corporation, a team of four INPO evaluators visited the Oyster Creek Nuclear Generating Station (OCNGS) on October 20, 1983. The team consisted of the following personnel who had participated in the 1982 OCNGS evaluation:

Bengtson Maintenance The purpose of the visit was to review selected actions taken since the October 1982 INPO evaluation and to provide recommendations for additional management actions where appropriate.
The attached report describes the results of the visit.

OF VISIT TO OYSTER CREEK OCTOBER 20, 1983 Schedule for Visit:

The team spent several hours on-site conducting interviews with OCNGS personnel, touring the plant looking at special selected areas of interest, and reviewing some records and procedures.
The plant was in the middle of a scheduled outage which had commenced in February 1983, and is scheduled to complete in February 1984.
At the exit each team member reported on his respective area with regard to OCNGS actions on selected 1982 INPO evaluation findings. In general the team felt that GPU/OCNGS personnel had
. responded in a positive manner and had corrected, or were in the process of correcting, the findings selected for review.
- Noteworthy achievements or improvements since the 1982 evaluation include the following:
o substantial progress in upgrading the material condition of the plant o a greater sense of pride in OCNGS and improved formality in operating the station. This appears to be due to the strong. influence of the Director, OCNGS, on all OCNGS personnel to upgrade the site operability, maintainability, and housekeeping o good outage management with respect to radioactive contamination control, lay down area control, and orderliness of work areas o extensive resource support from GPU as evidenced by new training ' facilities, new chemistry laboratories and equipment, road and canal rework, remodeling of th*

1 Summary of Visit to Oyster Creek October 20, 1983 Page 2 o new control room annunciator panels with human factors considerations, which should enhance operator performance o the requirement for managers to tour the plant frequently including off-normal shift plant tours o a significant reduction in lost-time personnel injuries o good control of accumulated personnel radiation exposure during the outage o implementation of a deficiency tagging system o reduction in the extent of contaminated and airborne radioactivity areas o the commitment to pay overtime as necessary to achieve thorough shift turnovers In several areas observed, there were indications that additional management action may be necessary to ensure corrective measures will be effective. In the limited time available, the INPO team did not verify that insufficient action was being taken but did consider that additional attention may be appropriate. These were as follows:
o Ensure operators receive training on procedure changes, plant modifications, and on the new annunicator panels prior to outage completion.
o Develop a plan to ensure chemistry technicians are trained on new procedures and equipment.
Review spare parts support for ongoing maintenance o ,
activities.
o Upgrade maintenance work package planning in the area of tag-out preparation, o Implement existing plans and procedures for post-job reviews to determine how radiation exposure can be reduced on future jobs.
o Review'and improve efforts to minimize personnel contaminations.
o Improve supervisory identification and correction of problems in chemistry laboratories.
o Ensure operators understand actions expected if they determine that an operating procedure can not be followed.
The commitment to excellence on the part of GPU management was clearly evident to the team.
