Hatch Docket #: 50-366 Narrative Report for LER 50-366/1982-062 On June 4, 1982, during a normal reactor power increase, following a power reduction to repair steam leaks in the condenser bay, an OD-1 (whole core LPRM calibration and base distribution update) was run.
(Periodic Core Evaluation) was Upon completion of the OD-1 a P1 demanded to check power level and core thermal limits.                                                                The P1 printed out at 07:10 CDT, 06-04-82, and indicated that the Core Maximum Fraction of Limiting Power Density (CMFLPD) exceeded the fraction of rated power (FRP).                                  This placed the Unit in a 2 hour action requirement per Technical Specification 4.2.2.
Immediate corrective action was taken, adjusting the rod pattern, and at 08:02 CDT, 06-04-82, a new Pl indicated CMFLPD to be less than FRP and the LCO was terminated.                                  A Deviation Report, #2-82-148, was written to document the event.                                During PRB review of the report it was  concluded                  that  this              event            was            reportable      per    Technical Specifications 6.9.1.9.b.                                On  7-2-82              at          0800 CDT it was also concluded that there had been a failure to properly report previous events of this nature and Deviation Report # 2-82-170- was generated.
Since October 12, 1978, the unit has frequently entered into this LCO but no reports have been generated prior to this one. This was due to an erroneous interpretation of the reporting requirements. The policy for not reporting was initiated due to a discrepancy between the reporting requirements on the respective units at Hatch. The Unit 1 Tech Spec does not require reporting of this condition.                                                            The Unit 2 reporting requirements in this area are nebulous but it has been concluded that to be consistent with other items in the Spec ifica tions , entering into the action statement on T.S. 4.2.2 is reportable.
Operation of Unit 2 has always been within the requirements of T.S.
4.2.2 and no consequences to safe plant operation have resulted. At no time were the health and safety of the public affected. This is a non-repetitive event as it has not been previously reported.
Operation with high peaking conditions during the xenon, low power condition is common among BWR plants and generally unavoidable. To reduce    the          frequency            of            these            cond itions ,          however,        operating strategies will be reviewed. Also in this situation, the plant will comply  with          all        LCO          action        statements                      required    by Technical Specifications.                  LCO's concerning T.S. 4.2.2 will be reported in the future.
