I Radiological Emergency Preparedness Program I Aftet Action Report 2018 Vogtle Electric Generating Plant Executive Summary I On May 15, 2018, the United States Department of Homeland Security, Federal Emergency Management Agency Region IV Radiological Emergency Preparedness Program staff evaluated I a plume-exposure-pathway exercise in the 10-mile emergency planning zone for the Vogtle Electric Generating Plant. The Vogtle Electric Generating Plant is operated by the Southern Nuclear Operating Company, Southern Company's nuclear energy operating company. The I plant is located in east central Georgia on the Savannah River, approximately twelve miles east of Waynesboro, Georgia. The 10-mile emergency planning zone encompasses portions of Burke County, Georgia; and portions of Aiken, Allendale, and Barnwell counties in South Carolina. A I portion of the Department of Energy's Savannah River Site is also in the 10-mile emergency planning zone.
I The Federal Emergency Management Agency's overall objective of the exercise was to assess the level of state and local preparedness in responding to a radiological emergency at the Vogtle Electric Generating Plant. The exercise was conducted in accordance with Federal Emergency I Management Agency policies and guidance concerning the *exercise of state and local radiological emergency response plans and procedures. The previous federally evaluated exercise at this site was conducted on May 11, 2016. The qualifying emergency preparedness I exercise was conducted April 30 and May 1, 1986.
Officials and representatives from participating agencies.and organizations demonstrated I knowledge of their emergency response plans and procedures and successfully implemented them during the exercise. The evaluation of out of sequence reception center and congregate care activities conducted in Aiken County on April 25 are included in this report. All I jurisdictions met their exercise objectives and successfully demonstrated the corresponding core capabilities identified in Section 2.2 ofthis report. The Federal Emergency Management I Agency evaluation team did not identify any level 1 or level 2 findings during this exercise.

I Radiological Emergency Preparedness Program I After Action Report 2018 Vogtle Electric Generating Plant Section 2: Exercise Design Summary I 2.1 Exercise Purpose and Design I The Federal Emergency Management Agency administers the Radiological Emergency Preparedness Program pursuant to the regulations found in Title 44 Code of Federal Regulations parts 350,351,352,353 and 354. Title 44 Code ofFederaLR.egulations 350 I codifies sixteen planning standards that form the basis for radiological emergency response planning for state, tribal, and local governments impacted by the emergency planning zones established for each nuclear power plant site in the United States. United I States Nuclear Regulatory Commission regulations also codify the sixteen planning standards for the licensee. Title 44 Code of Federal Regulations 350 sets forth the mechanisms for the formal review and approval of state, tribal, and local government I radiological emergency response plans and procedures by the Federal Emergency Management Agency. One of the Radiological Emergency Preparedness Program cornerstones established by these regulations is the biennial exercise of offsite response I capabilities. During these exercises, affected state, tribal, and local governments demonstrate their abilities to implement their plans and procedures to protect the health I and safety of the public in the event of a radiological emergency at the nuclear plant.
The results of this exercise, together with review of the radiological emergency response I plans, and verification of the periodic requirements set forth in NUREG-0654/FEMA-REP-1, along with supplements through the annual letter of certification and* staff assistance visits, enabled the Federal Emergency Management Agency to provide a I statement with the transmission of this final after action report to the United States Nuclear Regulatory Commission, that the affected state, and local plans and preparedness are: (1) adequate to protect the health and safety of the public living in the vicinity of the I nuclear power facility by providing reasonable assurance that appropriate protective measures can be taken offsite in the event of a radiological emergency; and (2) capable of being implemented.
I Formal submission of the radiological emergency preparedness plans for the Vogtle Electric Generating Plant to the Federal Emergency Management Agency Region IV by I the States of Georgia and South Carolina occurred on September 24 and September 26, 1986, respectively. Formal approval of these plans was granted by the Federal Emergency Management Agency on June 9, 1987.
I 2.2 Exercise Core Capabilities and Objectives I Core capabilities-based planning allows for exercise planning teams to develop exercise objectives and observe exercise outcomes through a framework of specific action items.
Using the Homeland Security Exercise and Evaluation Program methodology, the I exercise objectives meet the Radiological Emergency Preparedness Program requirements and encompass the emergency preparedness evaluation areas. The critical I 11 I

Siren activation, followed by an emergency alert system radio broadcast message through I WBBQ, was simulated in the emergency operations center by Burke County. Burke County personnel, assisted by a step-by-step procedural aid, walked through the process to activate the 46 sirens in Georgia, and in a concurred agreement with South Carolina, I subsequently demonstrated the process by which the emergency alert system message would be recorded and released from the emergency operations* center over WBBQ (covering the emergency area in both states). A staff member demonstrated siren failure using the computerized automated text and voice messaging system that alerts the public in the event of an emergency at the Vogtle Electric Generating Plant. The system enabled selective targeting of populations for telephone/cellular (voice)'and text messages with specific emergency information. This system was recently effectively used for mobilization of key staff as well.

Public safety personnel had three survey meters and one portal monitor available for

I instruments into service and how to use the instruments. Although some signage was put up for directions and information outside, inside the school the signage and barriers were simulated. The public safety personnel were able to explain the flow path for evacuees.
During the discussion it was determined that some barrier material and floor coverings I would not be necessary and could contribute to confusion for evacuees rather than provide any actual contamination control benefit.
I All workers were issued correct dosimetry and were knowledgeable of when to read the dosimetry and their limits. The Safety Officer routinely checked c1ll stations and recorded I the workers exposure. Potassium Iodide was available if required to be issued or ingested.
Emergency workers were available to escort evacuees throughout the process and were I knowledgeable of the flow path. Decontamination workers and monitoring personnel knew the contamination limits and exhibited good monitoring techniques. I Radiological Emergency Preparedness Program I After Action Report* 2018 Vogtle Electric Generating Plant Section 4: Conclusion I Overall, the exercise was a success. Officials and representatives from: the State of Georgia and Burke County; the State of South Carolina and Aiken, Allendale, and Barnwell Counties; I Southern Nuclear Operating Company; and numerous other organizations participated in the exercise. The cooperation and teamwork of the participants were evident throughout all phases of the exercise. State and local emergency response organizations demonstrated knowledge of I their emergency response plans and procedures and successfully implemented them.
Highlights of the exercise included: participation by local elected officials in both states, which I helped expand the community's awareness of protective actions taken during radiological emergencies, and extensive use of cross training, which created an environment for increasing the depth of knowledge and experience within and amongst the respective staffs. It was evident I throughout the exercise that community officials were engaged in the decision-making process and fully support their local emergency management agencies.

VOGTLE ELECTRIC GENERATING PLANT DRAFT EXTENT OF PLAY AGREEMENT I PARTIAL PARTICIPATION REP EXERCISE May 15, 2018 I All activities will be demonstrated fully in accordance with respective plans and procedures as they would be in an actual emergency. The Federal Emergency Management Agency I (FEMA) Regional Office must receive these plans, guides and procedures at least 90 days before the exercise. This Extent of Play Agreement (EOPA) is written by exception. If it is I *not listed as an exception it will be demonstrated as described in the plans, standard operating guides (SOGs) and/or procedures (SOPs). Any issue or discrepancy arising during exercise play may be re-demonstrated if allowed by the Regional Assistance I Committee (RAC) Chair or as listed herein. This allowance may be granted if it is not disruptive to exercise play and is mutually agreed to by the Offsite Response Organization (ORO) Exercise Controller and FEMA Evaluator. Aiken County ESF-6 (Mass Care) will discuss the availability of supplies (e.g. cots, blankets.
