STAFF RESPONSE TO THE OFFICE OF THE INSPECTOR GENERALS AUDIT OF NRCS FORCE-ON-FORCE SECURITY INSPECTIONS OF FUEL CYCLE FACILITIES (OIG-18-A-21)
This memorandum is in response to the Office of the Inspector Generals (OIGs) report titled, Audit of NRCs Force-on-Force Security Inspections of Fuel Cycle Facilities, (OIG-18-A-21) dated September 27, 2018. The U.S. Nuclear Regulatory Commission staff has reviewed the subject audit report and its two recommendations, and as stated in the agency comments section of the report, the staff agrees with the OIGs recommendations. The enclosure to this memorandum provides the staffs response to the specified recommendations, to include planned actions, target dates for the completion of these actions, and an agency point of contact for each recommendation. The staff appreciates the OIGs report and its recommendations for improving the agencys force-on-force inspection and information security programs at Category I fuel cycle facilities.

Samuel Bazian (301) 415-1504 Recommendation 2: Update Inspection Procedure 96001 to revise how and when the target area inspection is conducted and consider options such as: allow Region II to conduct target area inspection prior to the force-on-force inspection or conduct target area inspection during planning week.
NRC Staff Response: Agree. The Security Oversight and Support Branch, Division of Security Operations, NSIR, will review Inspection Procedure 96001, NRC Force-on-Force Inspections at Category I Fuel Cycle Facilities, and work to identify the most efficient and effective way target area inspections can be conducted at Category I fuel cycle facilities. Inspection Procedure 96001 will be updated accordingly, with anticipated completion in fiscal year 2019.
